Parents can access Medicaid funds for child treatment without disturbing Medicaid school funding in any way whatsoever!
The Issachar Project will provide information and assistance to the parents of children with disabilities, especially autism and ADHD, to help them obtain funding for necessary "intensive and individualized" treatment services that are available through the EPSDT program of Medicaid. This funding is "the greatest treatment funding secret ever concealed" because it is available in all 50 US States by an Act of Congress (1989) and is accessible to children with disabilities regardless of family income in 33 US States. The Issachar Project is the only comprehensive source of information about Medicaid EPSDT funding for mental health treatment of children that combines expertise in the three domains that children with disabilities embrace: education, mental health and physical medicine.
EPSDT funds treatment prescribed by licensed practitioners of the healing arts in every US State. Parents of children with disabilities need to know who those prescribers are, how to help them compose evaluations and treatment plans so that EPSDT funding becomes available, and how to respond successfully to the various bureaucrats and obstacles that State and County governments place in the path of children who need EPSDT funding. The Issachar Project is the only resource where all of those supports are available - based on 20 years of successful experience accessing them.
What will your contribution be used for?
It is estimated that it will require 100 hours of expert attention in order to establish an EPSDT funded Behavioral Health Rehabilitation Service (BHRS) program for one child in any given State. But when that has been achieved, the same strategy, contacts and methods can be used by any child in that State. The Issachar Project needs funding to enable parents to access resources that no single parent could afford to seek by themselves.
What will your contribution do?
Philanthropic contributions to the 501-c-3 Foundation that created The Issachar Project will yield enormous benefits that hundreds of thousands of children with disabilities in the US will be able to access without any cost to their families. Parents will be able to access funding under their control to get necessary treatment services into their child's life -- at home, in school or anywhere else in the community, without interfering in any way whatsoever with the funding that schools are getting from Medicaid.
Once an Issachar Project database exists in a given State, it will require minimal expense to maintain and update It will be a lasting resource for parents; they won't have to take out 2nd or 3rd mortgages, or otherwise deplete their limited resources to find funding or depend upon education providers for their child's mental health treatment needs. After their child has received the intensive, individualized treatment that is provided by EPSDT funding, the child's trajectory will be changed for the better, resulting in a safer, more independent and more successful future. Ninety percent of the children whose treatment I have overseen in the past 20 years have completed their EPSDT funded treatment program successfully in 3 years or less.
