Scientific experiment gone wrong

There is a town rarely spoken of that is situated on a floating iceberg.  What started as one mans small scientific experiment has turned into 24 hours a day of constant torture for the residents. This town is called Canberra and is located in Australia. What I am about to tell you is unfortunaely all true. 
Each resident once resided somewhere else yet is woken 1 morning to find themselves on this floating iceberg and never aware of how they got there. This iceberg has been turned into what best can be described as a complete working city where you are assigned a job and go about your business.
Where it all turns ugly and sinister is the person, or persons in control have set temperatures at a level no human should ever have to endure. In July it is set at an average of 0 degrees to a maximum of 10. That is not a typo, it is my actual existance year in and year out. Either side of that month you have average minimums of 4 with maximums of 12. I hear what you are saying. You could not make this stuff up if you wanted to because who in their right mind would live here by choice.
Things then take a sick and twisted turn where in months of December through February they make it stinking hot with temps of 33 to 39 plus degrees on a regular basis. Then they really toy with your sanity and emotions and give you 4 days a year of perfect weather where it is 10-22 and you feel alive with an actual will to live. But alas you know as quick as it has come it has gone again.
The one and only way out is to hand an envelope to a strange figure who has become known as the 'sunshine coast man' to the tune of $200,000 in non traceable $100 notes. Legend has it once you do this you wake up in the great state of Queensland in the sunshine coast. You have perfect weather every day. Never stinking hot and most certainly never close to cold. You can overcome any and every obstacle life presents you because you have survived this scientifc experiment called Canberra and it has made you a strong and resilient human.
Please help me escape. No human should ever have to endure the unspeakable weather conditions of this place.
