Rocko needs knee surgery

So recently I had found out Rocko my 5 1/2 almost 6 month old puppy needs to have knee surgery on both knee's. The procedure is gonna be roughly around 4 thousand.  The vets had told me Rocko needs to have this surgery as soon as possible because he's already ina stage 3 out of 4 of luxating patella.(luxating patella is where the knee cap will keep popping out of place)   Stage 4 his knee will pop out of place and not go back in.... 
I have tried to apply for Carecredit an many places but was denied so here I am asking if you or anyone could please help me out. 
I dont know what do anymore i have to carry him most of the time because his knees pop out so easily now and most of the time he has to stay laying down, he can't play he cant run an he can barley walk without hurting his knee. Please help me out please 
I'll even work for the money I'll do anything please help
