"Tips lead to arrests, but witnesses lead to convictions"
Created by the DCC, Safeguard is a public-private partnership that provides funding for the temporary housing and the safe movement of witnesses of violent acts until they can testify in court. Prior to its creation, officers and prosecutors had to “pass the hat” or dig into their own pockets in order to safely house witnesses. This program, unique in the state, gives law enforcement another tool to enhance public safety and witnesses the confidence to come forward safe from intimidation and harm. Since its creation in 2012, the safeguard program has provided a safe harbor to more than two dozen witnesses and their families.
