A Good Kid Just Needs A Little Help

I am starting this campaign on behalf of my children's oldest biological brother, Joseph, and he has given me permission to tell his story. 
Joseph was removed from his biological home along with my boys when he was 10.  Since then, life has been tumultuous for him.   He has experienced abuse, neglect, violence, and extreme hunger.  He has experienced time in foster care, a group home, and 2 failed adoptions.  The failed adoptions were due to circumstances beyond his control and not as a result of his behavior.  Regardless, he has found himself on his own.  He was 18 when he was forced to leave his last adoptive home, but he had not yet graduated high school.  He is aware that he is at a huge disadvantage without a high school diploma/G.E.D but it is what it is and  he has not been able to try to work on that because he is busy just trying to survive.  He has difficulty maintaining a job without reliable transportation and currently has no where to live because he can't afford the rent anywhere (he crashes with whichever friend will let him on any given night).  Ironically, he doesn't qualify for low income housing because he doesn't make enough money.  He does not qualify for any help from the foster care system because he was adopted by age 15.  If he was 16 at adoption, he could be involved in their independent living program, but since he was a few months short, he is out of luck.  (I called and verified this myself.)  He only qualifies for free college tuition from them, but sadly, it will be awhile before he can even think about trying to pursue college.  Although, there is no doubt in my mind that he is intelligent enough to succeed in college. 
He currently has a car that he bought cheap and fixed (still needs some work but it runs).  The problem is making it legal.  He does not have the $85 for the title or the approximately $400 for insurance (including a deposit due to his age) or the tag money.  That is the main purpose of this campaign.  If he can secure reliable and legal transportation, he can broaden his job options, hold down a job  and work towards moving into his own home.   I am hoping to raise enough money for him to get his car registered, insured, etc; as well as some extra to put towards a security deposit/first months rent on an apartment. 
He is a really good kid and has been trying to do it all on his own.  I know that at 20 years old, I wouldn't have fared very well, trying to make it by myself.  I am infinitely grateful that I had my family's support and guidance.  Joseph has us and while we are not going anywhere and will give him as much support and guidance as we can, our ability to help financially is unfortunately limited, but we have been helping as much as we can.
