ICV VINs and NSW RMS Lawsuit

The NSW RMS VSCCS system worked really well, until approximately mid 2016.  At that time, the VIN issuance for Individually Constructed Vehicles (ICVs) was a 48 hour turnaround, and the licensed certifiers (licensed by the RMS to do their jobs) were able to inspect and endorse a vehicle for registration.
Something changed, and now it's the RMS Vehicle Standards and Inspections (VS&I) department who check over the certifier's work, have the final call  and won't issue VINs for honest people who want to build their cars and enjoy their hobbies.  Here's the problem - this department have decided that they can come up with their own (unpublished) interpretations of the Australian Design Rules (ADRs) and hence reject VIN applications.  The other states and territories of Australia don't do this.  I make money from these cars - I'm a certifier - but I also enjoy the hobby as I currently have 4 kit cars (3 lotus 7 replicas and a GT40 replica).  3 of my kits don't have VINs, and I can't see any chance for my kits to have VINs in NSW - so I have the option of getting a VIN interstate, then registering my kit in NSW and bypassing the incompetence.  But why should I do this?  Why should bureaucrats have the authority but not the responsibility, as well as the inability to see that they are on the wrong side of history with interpretations other than what is across the other states and territories, Europe, and even OEM recommendations?  Bosch (who make most OEM ABS systems) have even declared this regulation to be unsafe for mandated ABS.
I need to take this up with the RMS through legal channels but I can't do it on my own.  I've got a number of customers who are all car guys who have some cool ICVs, but it looks like they will have spent over $100,000 on their cars EACH and may never get registration due to this.
I've got proof that the RMS is happy for vehicles with 4 point harnesses and no ABS to be registered in the low volume scheme, but they want individual constructors to fit less safe and possibly more dangerous systems because (in one of their words "I'll reject any ICVs that cross my desk").
How is this fair?  How is this even right?  I'm doing a full time job, a part time job and raising my family - I am doing the best I can with the amount of work I've put in to this, but they'll win if I can't pay. 

The money is to fund lawyers who will be able to communicate directly with the minsiter for Roads and Maritime Services, and if that doesn't get the message across, then I'll be chasing damages as this set of regulations effectively closes my company down.  If I get damages, I'll refund every dollar donated to those of you who donate.
