Help with Bart's surgery costs

On 7-21-18 Bart was struck by a UPS truck who was driving on the wrong side of the street. Bart's back was fractured in 2 places, his spinal cord crushed, and his lungs suffered severe trauma. Emergency surgery saved his life, but he's still paralyzed with no sensation in the rear. The driver left Bart in the street for dead (he came back 5 minutes later saying a white truck hit him, and when confronted later, admitted to striking Bart and leaving him in the street - he called it into dispatch at UPS). They are claiming zero responsibility since Bart was on public property.
Bart has a long road ahead, with only a 5-10% chance of walking unassisted. Hopefully his recovery will go well and he will get clearance for "wheels" at his 8 week follow-up. Lisa and her family are currently footing all the bills out of pocket.
Between emergency care, vet bills, and surgery they are already out of pocket 15,000 with sadly more bills to follow in the immediate future with home care and therapy.
The accident occurred the morning Lisa and her family were setting up to celebrate their son's 1st birthday party. It is time to come together and help Lisa and her family, as they are the first ones who have been there for us many times before.
