Please help me start living and not just exist.

My name is Victoria, and I am 34 years old. I was born on May 9, the 40th anniversary of the Victory. I think that you have guessed in what state obstetricians can be on holidays... During the labor, they crushed my spine. In addition, when I was six months old, I was diagnosed with infantile cerebral paralysis, spastic tetraparesis – stiffness of the muscles, both of the upper and of the lower extremities. Doctors said that I could never walk at all. When I was five, they cut the tendons in my legs, and for a month after the operation my legs were a plaster cast, stretched almost in splits.
And only thanks to my mother, her faith in my future, at the age of six, I began to take my first steps. My mother would take me to various sanatoria and children’s rehabilitation centers. At the age of nine, I could start going to a specialized boarding school for children affected by consequences of poliomyelitis and cerebral paralysis. Despite the fact that it was very difficult for me to walk (I could walk with extreme efforts and very slowly), and only my left hand was able, I finished school with regular scores.




After school, I entered the Open International University of Human Development “Ukraine”, the College of Document Management and Information Activities, from which I successfully graduated with a diploma with honors.
I could get an employment but the lack of a certificate issued by the Medico-Social Expert Commission (MSEC) deprives me of this hope (according to the Ukrainian laws, a group I disabled person has no right to be employed).
In 2012, I had my right hand operated at the Institute of Neurosurgery named after A.P. Romodanov of the National Academy of Medical Sciences of Ukraine, after which I got a little control thereof.
Despite this, I can do everything for myself – I can cook food, wash my clothes, and clean my home. At a slow pace, I can move around my apartment. But I can not go out alone – I feel grogginess in my legs.
Recently, there has appeared a hope that I could get on my feet and go out into the public on my own. However, to this effect, I need a surgical operation on my brain – to have a stimulation implant (a brain neurostimulator preventing involuntary movements, and inducing brain activity) inserted. The whole system is worth USD 21,500 or UAH 577,800 (the dollar exchange rate as of September 15, 2016).

My mother and I do not have that amount of money. We live on two pensions. My mother is a group II disabled person (after an apoplectic attack). There is nobody who can help us. We are all alone. It makes no sense to apply to any funds since Ukraine is at war. I get refusals everywhere.
