Help Protect My Child

I'm in the scariest situation a mother could imagine.
I've been left to my own devices to protect my children, without the help of any authorities.
My oldest daughter was sexually abused my her mentally ill father. This was learned almost a year ago. All of the proper authorities were notified. CPS did an investigation and verified the abuse did occur. But failed to take any action due to the fact it happened in another state. She was also interviewed by Specialists, who also confirmed the abuse. Her therapist has made recommendations that he not be allowed contact, as it would be detrimental to her. There was a criminal investigation in the state where t occurred, but no charges files because he refuses to cooperate. It made no sense to me.
So we asked the judge for protective orders. Twice.
Both times denied due to lack of jurisdiction.
I've been pro se (self representing) this entire time. Doing endless research and at times being completely lost.
In March, I filed a modification of custody. That was my only option to protect her. We've waited this long, and he had yet to be served. We can't even go before a judge until he is served. So I finally got approved for alternate service. Which means we should have a hearing in a little more than a month. I don't have an attorney.
The problem is, most of my evidence, though plentiful, isn't sufficient. It's just paper. It can be thrown out. I need an attorney to get the right things in. This is my last chance to protect my child. If I fail, I will be forced to send her to be with him for school breaks. 12 hours away from me. Somewhere I can't protect her.
This isn't just your average man. This man is very ill. He is mentally ill enough to not ever leave the house. And he is not medicated. He has made threats on my life. If he gets his hands on her, she will NOT be ok.
The police know he is guilty. They just have ancient laws in that state. They know he's guilty here too, they just can't touch him.
No one is protecting her but me. Please help me protect my child.
I don't receive child support from her father. So I support my two children on my own. I work everyday of the week, and am not by any means looking for fun money. This is absolutely my last resort and the money will be used SOLELY for the purpose or retaining an attorney.
And I found a good one.
He will take over my current modification case for $1500. But will start the termination case for $2500. These are just retainers. I will end up spending a lot more. An estimated $8000. But I'm just looking for help for the beginning.
