Help Me Rescue Mr. Buddy!

Mr. Buddy needs some TLC. He was apparently abandoned in a park near my house with a pile of food, he’s very old and was confused, stressed and dehydrated. He was infested with fleas and eggs.
I’ve posted about him trying to find his owners on every site I could think of. No luck. I had confirmation from a few people that he was dropped off with the food.
I have gotten him cleaned up, calm and his tail wagging, he’s eating well. I am willing to provide Mr. Buddy a forever home so he can enjoy his last years in a loving, happy Home.
However there are signs of major neglect and potential problems. He has two masses/tumors, and he keeps extending one of his hind legs like there is a nerve or injury issue. He also seems to have hip dysplasia or arthritis, he has poor use of his back legs.
He also has cataracts, dry “elephant” skin on his legs, and his ears are really bad... a possible infection on one side.
If you are able to help, I think we can give Buddy a happy life. When I first saw him I thought he was not long for this world but just a little love and friendship has given me hope that he has some potential for quality of life, and happiness in my home and large secure yard.
I am on an artist’s income and willing to do all I can for him but I will be financially constrained to do all he needs. Anything you can do will help me get him the tests and treatment he deserves.
Barring any surgeries or expensive procedures, I estimate approx. $500 worth of expenses for full deworming, grooming, check up, feeding, bloodwork/tests, vaccine boosters/shots, ear and teeth cleaning , medications,new tags, registration, microchip, etc and some things from the pet store like a nice new comfy pet bed so he doesn’t have to lie on hardwood floor with his bad hips, and some toys. The goal amount may need to increase if there is discovery of any other major issues.
Buddy is so worth the rescue, he and I greatly appreciate your kind support! He’s a keeper!
