Fernande was born in Port-au-Prince, Haiti, on July 8, 1945. She was the second of ten siblings. From age 4, she lived in Cuba with her mother, Oxana Pierre. Two years later, she returned to Haiti and completed her elementary studies at Les Filles de La Sagesse Christian School. She attended high school at Lycée de Jeune Fille and Lycée Petion. After high school, Fernande attended medical school and completed her residency in anesthesiology. Here, she met the love of her life, Dr. Pierre Renaud Blemur. They married in 1973, the same year she obtained her Medical Degree (MD) from the State University of Haiti. In 1985, 10 years after emigrating to the United States, she also received a Master’s degree in Public Health and Tropical Medicine (MPH) at Tulane University.
