Funeral for my Granny

My grandmother unexpectedly passed away
July 17, 2015. We have no answers as to what has happened to her. My mother and a few of my grandmothers friends all spoke to her on the phone
July 16, 2015 and she was just fine no concerns what so ever. She was perfectly healthy and energetic. My mother and I live in Florida and my aunt and uncle both live in Washington. We thought she was so health that nothing would happen to her and we planned to move her to Florida with us and by the end of the summer. Unfortunetly, she did not have any life insurance or anything to cover the cost's that come with death. She does not have anything no car, no job due to being disabled or a morgage. We need answers... We have been told that the only way we can see her and identify her is by paying a funeral home. We cant get any assistance paying for the funeral cost due to new laws and regulations. This is just not right. We should have rights as her family to see her but we have been told no unless we pay a funeral home all costs upfront. We are asking for any help possible so that we may say our proper goodbyes to her.
