My name is Leon Ochieng and my mother's name is Caroline Ouko. I am the brother of Irvo Otieno who was murdered while in the care of police and medical personnel. He was suffering a mental illness breakdown and was already vulnerable when his life was brutally taken on March 6th, 2023 by Henrico County Deputy sheriffs. Irvo did not put up a fight, he was in handcuffs and leg shackles, weak, and tired and yet they still used excessive force to kill him. The surveillance video literally shows Irvo being smothered to death by the Henrico County deputy sheriffs on March 6th, 2023. Ten officers have been charged with second-degree murder.
Our family has yet to understand and make sense of why the police would do this to our brother and son. Every waking hour is a nightmare for us. This is the beginning of a very difficult journey to fight for Justice for Irvo Otieno and make concrete reforms to how people with mental illnesses are treated in this country. There is no logical explanation nor justification for the actions of the involved officers and medical personnel. They should all be prosecuted to the full extent of the law. We have seen this nightmare happen too often before with individuals dealing with a mental health crisis and it is time we as a nation put an end to it. We wouldn't want any family to go through the kind of pain they've put my family through. My brother is not coming back and being mentally ill shouldn't be a death sentence. Justice For Irvo Otieno!
My brother Irvo was a brilliant artist who loved sports, music, and the beach. He often said he wanted to be great one day and help his young relatives back in Kenya with their needs. After graduating High School he began building his masterpiece. During his free time, he wrote music and expressed himself through his songs. His music is available to listen to below.
