Bringing our mother home and freeing her from DHHR

Hi, my name is Frank Guthrie. My brother John and I are trying to bring our mom home and out of the control of DHHR (the Department of Health and Human Resources). She asks to go home almost every day.
We are acccused of neglect, not physical or psychological abuse, and the neglect charge is bogus. We never left her side. It is DHHR who are neglecting her. Our hearing has been delayed once because they had no witnesses or evidence. Lawyers are expensive, and the nursing home where she was forcibly moved to costs $365 per day. They have frozen her accounts.
Many of the lawyers are afraid of the state. DHHR is trying to drain us dry of money to get control of the assets remaining. Mom's insurance (both Humana and Medicare) would pay for everything, homecare or care in the nursing home, but DHHR has not yet responded They have said that our mom will stay there forever, even if and when we are cleared of neglect at the hearing.
Mom has dietary limitations, which are often ignored. We bring food with our limited visits that are good for her to eat and meet her dietary limitations, like bananas, grapes, soy and milk free bread, and so on, but we are not allowed to be there during any of the mealtimes. She would be much safer at home and well cared for 24/7 by us and the homecare professionals.
We have to watch things like a hawk, but they have already illegally restricted our access. In such cases, the law (federal and state) requires a written justification of their actions. They have not provided one, though they said they would.
At this time, the Rehab facility is having another outbreak of Covid; as a result, she is kept in a hospital gown in bed, and her clothing is disappearing from her closet. Being restricted to bed is not good for someone who is elderly. She wants to go home, and we want her here. We would appreciate everybodys' help. Every little bit will help.
The Department of Health and Human Resources has too much power, they can take away those you care about without due process, and they can seize your loved one's assets and charge you for it. They have lied to us constantly. Public outcry has already force reform of DHHR's children's program. Please help us stop its elder abuse! Using these funds wll keep us afloat, will help enable us to monitor our mom's health, and help pay lawyers fees in our struggle to free her. Getting mom out will set a precedent for everyone, furthering the struggle against DHHR.
