Senior's Fund for a Replacement Truck and Fees

This elderly man (with a pension of $680/month) was the innocent victim in a high speed chase between the Calgary Police and an stolen car. While pursuing the stolen vehicle, Police chased the criminal into a busy intersection at high speeds and smashed the senior man's truck. Now the city will NOT pick up the cost to replace this innocent victim's truck or pay the impound fees of $860. Instead they suggest that the senior man sue the criminal involved in the chase that has no insurance, no assets and is in jail.
I just want to help this poor elderly man as he used his truck to haul a small trailer and collect recycling to make a few extra dollars every month. He now has nothing but a huge bill to pay, and no resources to help. In case you're wondering about his insurance: the senior could only afford liability on his truck, so his insurance company will only cover his injuries. I have only respect for the job the police do and place no fault with them, I do however believe the city should bare this cost as they have the resources to pursue a legal case against the other driver.
