Veteran needs hand controls

Hello my name is Daniel and I am a U. S. Navy Veteran and amputee of my right leg below my knee and I am asking for help to get hand controls on my 1998 Chevy pickup so I can have my Independence back by driving myself to my doctors appointments and go to the grocery store. I have undergone the training to get certified and licensed by the state of Texas and have my new license. I just found out today, 9/17/21 that the VA denied my request for a grant for hand controls. I couldn't think of a other acceptable avenue . Please help if you can.
