Vet Bill for Cat Attacked by Unknown Vicious Dog

I am setting up this account on behalf of my friend, Tamara. Right before Christmas, her cat was viciously attacked by a neighbors dog. It sounds like the dog has done this before to other animals in the area. The owner does know her dog has a history of this aggressive behavior, but has done nothing to rectify the situation. Below are the details of what happened from Tamara. Being a cat owner myself, I cannot begin to imagine the trauma they both went through. And now, they are both left to pick up the pieces and heal, not to mention being left with a massive vet bill. The woman gave a fake name and number and now they cannot locate her. It does not seem likely she will find this woman anytime soon. And if she does, she will likely need to go to small claims court, and at that point, it will be a he-said-she-said situation with no police report. Tamara naturally rushed to the hospital first. Can you spare a few dollars to help sweet Tilly?
 
"On approximately 12:30 pm on Thursday, December 23rd, I saw a large black dog with a red harness playing in my front yard so I opened the door to see if his owner was nearby. My neighbor across the street spotted someone down the street and yelled, "Are you looking for a dog?"
The dog then shot into mv house and chased my cat into the bedroom and seized her in his mouth. I wrestled him to the ground and locked him between my thighs while pulling as hard on his collar as I possibly could, but I was no match for his strength. My cat was able to escape His grip for a brier moment, but he grabbed her again, biting me.
 
In the process, and, at that time, his owner came in and was able to get the dog to release my cat and drag him out of the house.
 
I then ran out onto my porch and yelled. "My cat is probably going to die. What is our name? She responded, "Megan Jones. I'll pay for your yet bill." I observed this woman to be approximately 5'3" to 5'6" in height with light brown shoulder length or longer hair and fair skin. The woman that accompanied her yelled. "It's just their natural instinct. Your door was open. Call the police," as if to imply that the incident was my fault.
 
I did not have time to pursue further information as I needed to get my cat to the hospital as soon as possible. My neighbor remained outside and heard the women say, "1618." Which is the my street number. She assumes as if to imply that they planned on following up with me. She then observed them cross White Oak drive and enter a house a couple of doors down to the right on Balsam I Street. There is a house in that area with a gate that has a 'Beware of Dog' sign, but the woman that lives there does not fit the description or ether or the women involved in this incident. Although, maybe she is a friend or, perhaps, more that one person lives in the house. She says that the dog looked to be a young Staffordshire or Pit Bull mix.
 
My cat has a broken sternum and ankle and required a pin implant so that she can one day have use of her leg again and two days of hospitalization which totaled $5,525.45 of which had to out on a credit card until, hopefully, find the woman that claimed responsibility for the bill. "
