Emergency Repair : Basement Flood

Please help out my friend Wes and his family. Their basement was flooded with over 2' of water in around a half hour when the lake flooded during a storm. Everything under 2' was destroyed including irreplaceable family memories. Everything in the basement must be removed and replaced immediately before mold sets in. Insurance has refused for years to insure them for flooding since they are technically not in a "flood zone". Please help if you can. Thanks everyone!!
