Urgent: Rescue Our Car and Shelter

Yesterday, my car, AKA my home, was impounded, and I was forced to sleep on concrete outside last night in a park with my dog.

I desperately need to get my car back today or the price to get it out will just keep increasing. I am completely broke, and a 3-day long major heat wave will begin within the next hour. Any help would be greatly appreciated. Thank you
