Urgent medical help needed for 67 yo friend doing it tough

My long-term friend Genevieve has Cardio Obstructive Pulmonary Disease (COPD). She has just moved into public housing after a long struggle but is on the disability pension and unable to afford to pay for urgently needed air conditioning, especially after an expensive move.
