Urgent Help for Dad's Respiratory Crisis

Hi! The guy in the picture is my dad. He is in the Philippines and is suffering from acute respiratory failure. Sadly, I can’t be with him as he is with the family that he chose. Any help will be appreciated. He’s a good dad
