Charley's Independence Fund

My brother Charley is mentally disabled.  He has lived with his mother (my step mother) his whole life and she is about to pass away in hospice care.  We want to help Charley become as independent as possible, and also have something positive to look forward to while grieving over the passing of his mother.  We'd like to set him up in his own camper trailer next door to our sister, Carrie in Cleveland. That way he can be a little more independent, but she can check on him every day, make sure he has food, etc.  He recieves a little money each month from Social Security to afford a couple of basic bills like electricity and food.  We really want to help him make this positive transition and have a stable situation to avoid hospitalization and such.
