Towards vet bills after a dog was viciously attacked

On Friday 3 may 25 a woman was walking a dog off lead right next to a day nursery on durham road, stockton. My dad was walking past with his dog on lead a 11 year old black spaniel who I will say will not hurt a fly everyone who lives in this area knows him and honestly he is so friendly...the staffy
viciously without any reason attacked my dads dog. My dad had to fight
the staffy off his dog as the spaniel
didn't fight back but as you can
imagine the spaniel was screaming, the
woman stood there and watched my dad (who is in his 60s) on the floor
fighting her staffy and yet she did
nothing but watch ..my dad eventually got the staffy's mouth released from
his dog and not only was the spaniel
ripped apart like a rag doll, my dad was also bitten, so both covered in
blood and suffered fractures to his ribs...he asked for her name/details and she said I can't afford the vet bill
and got her dog on a lead and walked off quickly. My dad got his dog to vets,
and he had emergency surgery. The
staffy had ripped the spaniels back in
half and had lots and lots of puncture wounds. Unfortunately the first surgery my dad's dog has under gone has not been as successful as hoped and more surgery is needed in coming days. The dogs skin has died across his back and the wound is opening back up. The surgery is booked in to take place on Tuesday but in the mean time if the wound comes further apart he has been advised to take him to emergency vets. As you can imagine the vet bill is extortionate and unfortunately the lady in question is not forced to pay anything towards it (police are involved) and my dad is left with it. My dad's dog is literally his life.
Any help towards this would be greatly appreciated.
