More information about THE TLC FOUNDATION FOR THE BLIND: TLC was founded in 1975 by a group of parents whose children faced the prospect of a lifetime in large, isolating and often uncaring institutions. TLC opened California's first residences for adults with multiple disabilities and blindness who cannot live independently.
