Taking dogs to overseas PCS

My husband and I are being PCSed (military permanent change of duty station) to Germany. Since we found out we have reached out to everyone we know looking for a long term foster for this duration. PACT, Dogs on Deployment, and every friend and local shelter looking for help. We haven’t had any luck and are down to the wire. Due to be in Germany in less than two weeks.
At this point we are trying to raise the money to be able to fly them to live with us. But would still be greatly appreciative of a long term foster in lieu of putting them through a stressful flight.
Costs to move them include
- plane tickets for each pet
-health certificate
-microchipping
-international vaccines
-flight kennel carriers
-fees to import animals
-transportation company
