Surgery for our dog Zelda that was hit by a car

Update: the lady who struck our dog and dragged her under her vehicle without applying the breaks or even swerving, called her newly SIL a police office (I know this because I paid for the open records police incident report and dispatch call on disc. We had an appointment with the specialist orthopedic surgeon vet this morning and this injury is one of the most painful, her ligaments and tendons are COMPLETELY severed in half in her ankle, which to the human eye would appear to be the knee, it’s one of the paint painful types of injuries a dog can endure, but because of her breed Zelda has a high pain tolerance and won’t show the signs of pain like most dogs do. After hours on the 3 times on the phone with the lady who hit our fur baby (first time seemed very optimistic they would cover her bills and they interviewed my son (17 1/2 yrs old) I felt very optimistic they would cover the surgery, when they didn’t call me by 5pm like promised I called them twice to get ahold of someone who can give us answers on if they will cover the surgery or if we have to put Zelda down. They then said they couldn’t accept my sons statement because he “possibly” could have been emotional even though he was an eye witness. And they made so many excuses I was livid in the phone. I called all charities and non profits I was told about today all have exhausted their funds, I still am waiting to hear back from blue pearl to see if they have any funds to assist, I called multiple vets and I can’t find any that accept payment plans. I’m so upset, sad for my children (as our other fur baby passed away from a terminal tumor this exact month last year) I don’t know what to do, I can’t afford the surgery my two 9 yr olds and 11 yr old and 17 yr old love Zelda more than anything in this world. Her injuries are the most painful type but due to her breed she won’t show she’s in pain because she will have a high pain tolerance. I was so optimistic the insurance of that lady would cover the surgery needed, completely severed in half ligaments and tendons. What is a mom supposed to do? How do I tell my children we have to put her down because we can’t afford the surgery? Every place I called doesn’t accept payment plans. I gently brought it up the other day again last night and my husband did today to try to prepare our younger 3, and they are just crying crocodile tears. That’s the update, I’ve scheduled Wednesday to get a new splint and pain meds while we figure out if there is any way we can afford this surgery or if we have to put her down. I’m a total wreck and feel bad.
For our dog to heal properly, she will need to be crated most of the time. We don’t have a crate and they are really pricey- she’s around 60lbs does anyone have a crate I can either borrow or buy for cheap?
Please pray for our sweet dog Zelda. She ran out of the house when I was carrying some things in from the garage, we immediately went looking for her. Within 20 minutes of her getting out- Our son saw her try to cross Boulevard, she wasn’t running full speed, more of a jog. She had time to stop look over at our oldest son and then was struck by a car. It’s 35mph in that area, and the lady who hit her, dragged her under her car- drove off. She eventually turned around 20 minutes later on the phone with 911, expecting us to pay for the damage to her front bumper. It’s apparent that she wasn’t paying attention, and going over the speed limit to hit Zelda so hard her bumper fell off, had it been one of our children crossing the street this lady would have killed them. . Zelda has a broken leg, torn ligaments/tendons and many laceration that need stitched up.
