Surgery coverage for Lucas Johnson

We have a financial emergency on our hands. Two weeks ago my husband Lucas was out skateboarding and he fell and broke his arm. They casted it last week and we thought it was going to be okay, but he went back on Thursday and found out that one of the bone fragments had shifted, so he has to get surgery for it tomorrow, 7/11/2017. I recently had to switch agencies in order to keep my job and won't qualify for new health insurance until the first of August, so we have to pay almost $1000 for COBRA, and our deductible is $4000, and we've barely met any of it.  We're asking for your help in an emergency situation because Lucas has to have surgery but until we can fork over the $1000 for the COBRA payment, the insurance company will continue to tell his doctor and the surgical center that our insurance is inactive.  We appreciate any and all help. We've called the surgical center to try and set up a payment plan, but we're still on the hook for the COBRA payment. Thank you, thank you, thank you, in advance.
