The family is now burdened with overwhelming legal and medical expenses, and the city is demanding outrageous fees and fines for permit issues and deed restrictions. Stephen and his family feel they are being discriminated against because they are Hispanic, and the judge has threatened to arrest Stephen for contempt if they do not comply.
