Over the past decade, Sacramento has passed hundreds of housing bills that strip cities of their authority to control what gets built — and where. Local zoning rules? Overridden. Community plans? Bypassed. Neighborhood input? Ignored.

The result? High-density, market-rate developments forced into communities that didn’t ask for them, didn’t plan for them, and can’t afford the consequences:

-Congested roads

-Overburdened police and fire services

-Overcrowded classrooms

-Crumbling infrastructure

All while housing costs keep rising.

More density is not making California more affordable. Study after study confirms it.

Many cities have tried to build more to achieve affordability, such as Manhattan NYC, London, Hong Kong, Vancouver, and more. But the results were that housing in those cities is less affordable, not more. Desirability and income drive housing prices. Flooding neighborhoods with market-rate and luxury units benefits speculative developers and construction lobbyists. It doesn’t help the teachers, nurses, firefighters, and working families Sacramento claims to be helping.

Fighting one bad bill at a time isn’t working.

For years, cities and residents have pushed back — and Sacramento keeps passing more bills. There are now hundreds of state laws overriding local zoning, and courts have offered no relief.

There is only one permanent solution: a California State Constitutional Amendment that protects local zoning authority once and for all.

That’s exactly what Our Neighborhood Voices is building.

ONV was founded by local elected officials who saw firsthand what happens when Sacramento removes community control. Our Neighborhood Voices now has:

-A completed draft amendment ready to go

Our goal: get this amendment on the November 2028 ballot — and win.

The path is clear. We need ~1.2 million signatures to qualify, and 50%+1 on Election Day to make it law. We’ve studied the Howard Jarvis Taxpayers Association playbook. We know how California ballot initiatives succeed — and we have the coalition to do it.
