As a coalition of members through both the Friends of the City Lakes and San Diego Bass Fishing group (Facebook) we find this to be an unprecedented time and extremely alarming in how the San Diego City Lakes are being Managed. We are very concerned about the future and continued budget issues that threaten the operations of the San Diego City Lakes Recreation program. We ask for your support.

It is time to elevate our efforts with the help of Pacific Public Affairs Consulting. Your generous donation will help pay for a strong campaign focused on our short and long term goals. The problems we face are big. We need big help.

Pacific Public Affairs will continue to help us with the following:
PHASE 2 Objectives:
• Establish stronger County Board of Supervisor Partnerships
• Establish support for County El Cap rec program model
• Recreation economic impact assessment and report
• City Lakes user fee and Revenue reform
• City Revenue Working Group engagement
• Infrastructure improvements
• Additional partnerships with community groups.
• Add back the floating day-per-month closure from 2019
• El Capitan Ramp improvement/extension
• City and County Coalition Building - Long-term considerations around working closer with: Local 127 for trout re-stock/improved operations for recreational sites; environmental groups to address improved conditions for certain identified species that exist along or within lakes.
• State Legislation: Explore paths for gaining legislative support toward maintaining certain expectations within the lakes

PHASE 1 Objectives:
1. Advocate for positive outcomes in the FY26 City of San Diego budget for Lake recreation
and programming.
2. Coordinate and attend meetings with the appropriate City and County leaders in
support of potential County Recreation takeover of City-owned Lake operations.
3. Meet with elected officials to improve receptivity and understanding of policy and budget impacts on the Friends of the San Diego Lakes priorities.
4. Advocate for the Friends of the San Diego Lakes following priorities-
• Water level issues. Explore a long term solution at priority Lakes to continue boat launching and reduce risk of ramp closures
• Advocate for Infrastructure Improvements; Specifically repaving the road at El Capitan Reservoir. Roads, Docks, Bouy lines, Bathrooms, Signage
• San Diego City Lakes days open – advocate for funding to reverse the 1 day a month closed day.
5. Provide the Friends of the San Diego Lakes with a strategic plan to continue their efforts for future success.

These issues will not be solved immediately. It will take work and laying a strong foundation to build from. We believe Pacific Public Affairs will put us on the right path.
