What started as four people in a coffee shop has evolved into a movement being watched around the world. In early 2025, CoreCivic, a private prison company, filed an application for a Special Use Permit with the City of Leavenworth to reopen a shuttered facility as the Midwest Regional Reception Center. After a strong opposition turnout, CoreCivic pulled its application and began making the argument that the permit was unnecessary for them to obtain since they "never closed". The facility they want to reopen in Leavenworth was shut down in 2021 due to an Executive Order by the Biden Administration to end the federal government's use of private prisons. CoreCivic's Leavenworth facility was part of the initial round of closures due to the neglect and abuse that ran rampant throughout the facility. A federal judge even went so far as to call the facility an "absolute hell hole". Leavenworth will not stand for a company known for its abusive practices to operate in Leavenworth. The Carceral Accountability Council is an organization that has formed out of the grassroots movement to keep this facility closed, and we need your help to continue the work that we are doing.
