Someone ran over my baby and she needs surgery!

Hello my name is Savannah Spivey I recently moved to North Carolina and my puppy was running around our yard and found herself in the road and someone hit her leaving her injured on the side of the road. My baby needs surgery to fix her leg which the vet estimated $7000 to do the surgery just the vet visit today costed $1000. If anyone can help get my baby the surgery she needs would be very appreciated.
