Raymond Carter III was only 25 years old and this homicide occurred on April 19, 2023, in the 800 block of Rhode Island Avenue, Northeast. Raymond Carter III was a beloved son, brother, father, cousin and uncle. Everyone who loved him is welcome to honor his last memory and say goodbye. This news is devastating and during this time we are humble and grateful for all your support.
