Whistleblower Retaliation in Portland Shelter . Help Us Exit Unsafe Conditions
I blew the whistle on dangerous conditions inside a major Portland homeless shelter and now I’m being retaliated against. This fundraiser supports a safe housing exit for me and others trapped in a failing system. If you believe people deserve dignity, safety, and justice, please support, donate, and share.
The Full Story:
My name is Lorenzo, and I’ve experienced homelessness in Portland for over two months after surviving a series of systemic failures. I’ve been staying at Doreen’s Place, a transitional shelter operated by Transitions Projects : one of Oregon’s largest homeless services nonprofits (The organization itself proclaims its the largest sheltering organization in Portland/Oregon).
But instead of care and safety, I found:
- Rotten food and unhygienic conditions
- Lack of services organization is publicly funded to deliver
- Staff misconduct
- Cover-ups and silence after complaints
- Retaliation when I documented it and blew the whistle
After filing formal complaints with the Oregon Department of Justice, contacting elected officials, and reaching out to local media, I am now being stonewalled, ignored, and strategically silenced . While the shelter puts on a polished PR campaign for the cameras via KOIN 6 News (after I made formal demands that included/implicated the Executive Director for tracked financial fraud):

Why This Fundraiser Exists
This campaign is not just for me. It’s for anyone who’s been trapped in a broken shelter system that prioritizes optics over safety, silence over accountability, and branding over basic human dignity.
Your donations will help:
- Secure a safe, non-congregate housing exit
- Cover transitional costs for relocation (storage, transportation, basic needs)
- Support public transparency efforts around abuse and retaliation in shelters
- Give others the courage and resources to speak up when the system fails them
Receipts & Evidence
I’ve documented everything — including:
A formal DOJ Charitable Activities complaint
- Spreadsheets tracking misconduct, retaliation, and timelines
- Emails to shelter leadership and city officials
- Copies of news coverage and press outreach
This is not speculation; it’s systemic. And I refuse to stay silent.
*Transitions Projects' 990 tax filings reveal a $190K salary for the Executive Director and large allocations toward “program services” that don’t align with the on-the-ground reality at shelters like Doreen’s Place. This discrepancy points to possible financial misrepresentation and systemic neglect.*
I've attached documentation via Google Docs links to support these claims, including Transitions Projects IRS 990 form from the 2023/2024 fiscal year and a spreadsheet I created to track possible fraud, discrepancies and patterns across nonprofits in Portland using public IRS data:

Formal Department of Justice Charities Complaint:
Let’s End Performative Shelter Care
Every human deserves safe housing, not PR spin. We’re done with empty slogans like “housing first” when real harm is happening behind closed doors.
Please donate if you can. And share if you can’t.
We’re not just asking for help. We’re demanding justice.
“They tried to bury us. They didn’t know we were seeds.”
With gratitude and resolve,
