Save Storm: Urgent Help Needed

(UPDATE)-We have got storm back and she is happy and well.-Hi, I'm Gabe Worley. I have 2 German Shepherds, 4 years old—Storm and Raven, who are sisters. I've had them since the day they turned 8 weeks old. The dogs stay outside in their fence most of the time, but they have gotten out a few times. Usually, when they get out, they go run around in the woods and come back home. And they always stay together. However, they got out a few days ago, and Raven came home(and since she did she has been very quiet, anti social and she won’t eat, she’s very depressed), but Storm never came behind her like she always does. I later received a call from a friend who works in town, and she said she saw Storm get hit and run off and that animal control has her. I called animal control, and they do have Storm, but I don't know if she is hurt. I have 3 days to pay $375 or I've lost my dog forever.
