Seeking Shelter After Losing My Car

I've been homeless and couch surfing for about 2 years now. I've applied at every job available and have heard back from only a very small number, none of whom have been willing to even give me an opportunity. I've applied for dozens of government programs only to be rejected by all for one reason or another. Section 8 housing told me it would be a year before they could even put me on a wait list. I'm just looking for some money so I can get either a car or an RV to live in. I was living in my Prius for a while but it got repossessed and sold at auction. I've been doing everything once is supposed to to come up in this world and I just keep getting kicked at every single turn. Anything would be appreciated. I'm going back to the streets at the beginning of April so even being able to afford a decent tent or find a place to set up would be appreciated.
