The Leeds Landlord Lobby Group has been formed to represent Private Landlords across Leeds who are deeply concerned about Leeds City Council’s announced Selective Licensing Scheme.
Leeds City Council has confirmed its intention to introduce a new Selective Licensing scheme that will impose significant costs, administrative burdens, and regulatory pressures on responsible landlords, which will ultimately be passed onto Tenants by way of increased rents. This scheme is being introduced without clear evidence that such measures will improve housing standards or tenant outcomes.
After careful consideration, professional advice, and consultation with affected landlords, the group believes there are serious legal and procedural flaws in how this scheme has been developed and justified. For that reason, we are seeking to bring a Judicial Review to ensure that the decision-making process is lawful, proportionate, and evidence-based.
Why this matters
Selective Licensing schemes:
* Add substantial licence fees per property
* Increase ongoing compliance costs
* Push many small landlords out of the sector
* Reduce available rental homes
* Ultimately increase rents for tenants
This is not about avoiding standards — responsible landlords already support enforcement against poor practice. This is about challenging a blanket scheme that penalises good landlords while failing to address the root causes of poor housing.
All funds raised will be used solely to cover:
* Specialist public law solicitors
* Barrister advice
* Court fees and Judicial Review costs
* Associated legal and administrative expenses
Legal action of this type is expensive, but it is often the only effective way to ensure accountability and fairness in local government decision-making.
Why we need your support - A Judicial Review does not just protect Landlords — it protects:
* Tenants, by preserving housing supply
* Local communities, by preventing rushed or flawed policy
* Future decision-making, by ensuring councils follow the law
If this scheme proceeds unchallenged in Leeds, it sets a precedent that could be replicated elsewhere and will be replicated elsewhere, so Leeds Landlord Lobby is not only fighting for Leeds Landlords, we are fighting for every Landlord in Britain.
Every contribution — large or small — helps move this challenge forward.
We commit to:
* Providing regular updates on progress
* Using funds responsibly and transparently
* Keeping supporters informed at each legal stage
And lastly if you cannot donate, please consider sharing this page with other landlords, tenants, and local residents who care about fair housing policy.
Thank you for taking the time to read this and for supporting a fair, lawful, and balanced approach to housing regulation in Leeds.
