Save a Sweet Husky from Neglect and Suffering

Hi, I am looking to rescue a husky that is being neglected. I moved into my home back in April 2025, and I have had to sit and watch this dog go without any human touch. He is tied to the porch, and he only gets water and food one time a day. HE HAS A HUGE OPEN SORE ON HER BACK. His fur is matted, and he is skinny. Our temperatures have been in the 90s, and he has no way of cooling down. I have been sneaking over to feed him and water him; however, as we all know, that isn't enough. He sits and cries all day, and the only reaction he gets from her owners is being told to shut up. They feed and water her between noon and 2 each day and then nothing until they decide to feed and water her the following day. Please help me to help her. He is so sweet and gentle.

My goal is to offer them money so that they will relinquish their rights to him. He needs medical help and grooming. I am not sure how much any of that costs; however, I'm pretty sure it will be rather costly. Please help me help him. No animal deserves to be treated this way.

I have videos of him crying. His leash is stuck in the steps of the porch so he has no room to walk or go the the bathroom.
