Rescue Needed: Help Save Neglected Dog

Hi! I live in an apartment building in Hollywood, and there is a dog that lives in the homeless encampment across the street. For months, I have seen the owner neglect the dog daily. She leaves him tied up to the light pole for 8+ hours (directly in the sun without water), abuses him herself, allows another dog to fight him, etc.
