Why we’re doing this
This is all about accountability. Beaver Athletics leadership has made too many decisions that impact students, alumni, donors, and the value of our degrees in the dark. We’re asking for the emails, chats, texts, and attachments to show Oregon State's athletics department's decision making process. We’ll publish everything we legally can, free to the public.
What happened (quick timeline)
- 9/29/2025 - We filed a public records request with Oregon State.
- 10/7/2025 - OSU acknowledged and said we’d get a response or cost by 10/21.
- 10/21/2025 - OSU pushed to 10/28 (blamed request volume and reduced staffing).
- 10/28/2025 - We received an update: records officer was unexpectedly out of office. No new due date was provided, and instead Oregon State requested we schedule a call with their Public Records Officer.
- 10/29/2025 - On the call, Oregon State's Public Records Officer informed us that, despite it being a month from the initial request, no record collection had started. We agreed to narrow the request to speed things up and reduce cost.
- 11/04/2025 - OSU finally responds: a $3,234.79 estimate along with providing two fee-waiver questions.
- 11/04/2025 - We sent our fee-waiver responses and built a case for a full reduction due to public-interest.
- 11/10/2025 - OSU responded to our waiver request with only a 25% reduction. New total: $2,426.09.
In an effort to reduce costs and speed up delivery of the request, we narrowed the scope of the request on 10/30/2025:
- Focused date range: Jan 1 - Oct 30, 2025.
- Four OSU custodians: Scott Barnes, Brent Blaylock, Jacque Bruns, Diana Ulrey.
- External counterparties: @blueprintsports.com and Blueprint leaders Rob Sine, Gerry Dickey, Layne Werner.
- Targeted terms so we don’t miss the substance but don’t pull junk: “Blueprint,” “Blueprint Sports,” BPS, “Dam Nation,” DN, (“Dam” AND “Nation”), and Rob or Gerry or Layne or Kyle when those names are in the body.
- Emails + attachments, texts, and chat message between the four OSU custodians and Blueprint (the domain and the three execs).
- Internal emails from those custodians that hit the focused terms above.
- Attachments that matter: agreements or SOWs or proposals, commission or revenue-share pages, decks, calendars, etc.
We've asked OSU to start with already-compiled items (like the Blueprint agreement we’ve already published) and external-party emails first, then move to the narrower keyword hits. We've asked for the Officer to produce records on a rolling basis so the public doesn’t wait any further.
Note: OSU may legally redact some info (for example, student data or privileged counsel notes). We’ll post anything that was determined to be non-exempt and note what was withheld and why, if necessary.
Why we’re asking for help now
Oregon State is asking for $2,426.09 to start processing the request. We want to pay it and get production moving, starting with what they already have ready to go because everything we've experienced up to this point feels like legal, but deliberate stall tactics.
Since late September, our coverage of Blueprint Sports, Brent Blaylock, and Scott Barnes has cleared a quarter-million plus combined impressions and engagements. People care, and when Oregon State sent us the full Blueprint agreement, we published it the same day, on our site, for free.
That’s the plan for the rest.
Budget and our promise
Goal: $2,500
If Oregon State adds costs while pulling documents, Belligerent Beavs will cover all additional fees. Donors will never be asked to contribute more.
- Oregon State requested we pay 75% cost to cover 50 hours budgeted for the Records Officer time and 5.3 hours of combined Athletics staff, IT staff, and General Counsel time.
- Up to ~$75 - platform or processing.
- If OSU piles on more, we cover every dollar above the $2,500.
- If it ends up costing less, we’ll post the math and either refund proportionally to all donors or donate the remainder to the Barometer Unrestricted Fund.
- We’ll post the invoice and payment proof here, on our website, and on our X.com social page.
The plan once funded
1. Pay OSU immediately.
2. Push for rolling production. First returning items requested if they are already-compiled items, then moving to all requested external exchanges, and finally producing items from the keyword hits.
3. Publish all documents as each batch lands.
If you’re an alum, student, donor, or fan who wants Oregon State to lead with transparency: please consider chipping in, so we can pay the fee and release the records on our timeline, not theirs.
