QTME Editing Software + Expense Cushion

I'd like to make Quantum Theory Made Easy [3], but in order to deliver a better quality experience for this video (as well as future ones,) I'm in need of better editing software. I've been getting by with Windows Movie Maker for the past 7 years, but now's the time to move on to something better. The technology I'm looking at is worth  $250, and I'd like to be able to give myself an additional cushion of that amount to spend on licensed footage.
