PLEASE, help my disabled friends therapy dog.

Hi my name is Gary and today my friend who is disabled found his therapy dog in distress. His no longer live in girlfriend burnt his female dog Spunky that’s only 10 months old in her private parts with a torch lighter and burnt inside her ears, inside her mouth, and all over her body with cigarettes. She even somehow broke her canine tooth. The poor baby even had blunt force trauma to her liver area. What kind of vicious person does this!! My wife and I took the dog to an animal hospital and was given an estimate vet bill of over $9000.00 dollars. She is on oxygen, an IV, pain meds, and catheter because she has blood in the urine. She could possibly even have to have surgery to repair her private area. We set up a payment plan with the vet, but I am retired living on a social security income . This dog did not deserve this type of abuse and torture and my friend has a much smaller income being on disability. Please any help would be much appreciated. I promise that she will NEVER be treated this way by anyone EVER again. The law was even called to make her pay for what she has done to this beautiful, lovable baby girl. The puppy goes to Clover Farm Vet and there was no mention at all of abuse so they didn’t see this, as well if it was happening prior with the cigarette burns.
