My daughter Monika was born on Canada Day—July 1, 2023—in Ontario. She took her first steps in Canada. She said her first words in Canada. Both of her parents agreed Canada would be her home.
In August 2024, at 13 months old, Monika travelled to Russia with her mother for what I understood to be a temporary family visit. She has not returned.

Background
I have seen my daughter only once in 17 months, under unsafe restricted conditions—imagine your own child kept from you in a third party's apartment! I have endured proceedings in approximately 15 courts concerning the alleged wrongful removal and retention of my child. Evidence submitted to police and courts alleges that I have been demanded to pay money to access my own abducted daughter, and that misrepresentations were made to immigration authorities across multiple jurisdictions to obtain Monika's Russian citizenship under false pretenses. Court submissions include evidence of:
Allegedly falsified government children's services reports filed without ever contacting me as Monika's father; strategic exploitation of jurisdictional gaps where parental abduction is not criminalized in certain jurisdictions; and the use of child support mechanisms to generate financial leverage and forced separation of the child.
Monika is too young to understand borders, court orders, or politics. She only knows that her father is not there but is doing his best to safely return her to her home. Every month matters at this age. This campaign is about ensuring that legal decisions already made can be enforced before time causes irreversible harm. And I need your help.
What the Courts Have Found
I pursued this matter through proper legal channels. Here is what Canadian authorities have determined:
• Ontario Superior Court of Justice: Canada is Monika's habitual residence (legal home)
• Ontario Superior Court of Justice: Monika is to be returned to my care immediately
• Ontario Superior Court of Justice: I was awarded sole decision-making authority (custody)
• South Simcoe Police Service: Charged Monika's mother with abduction in contravention of a custody order
• South Simcoe Police Service: Charged Monika's mother with disobeying a court order
• Canada-wide arrest warrant: Currently active. Investigation ongoing.
These are official determinations made by Canadian courts and law-enforcement authorities.
Despite these final court orders, Monika remains wrongfully retained in Russia, relating to misrepresenting the scope and use of the consent provided for travel, as well as post-removal citizenship obtained, are the subject of evidence filed in foreign court proceedings, including testimony given on November 11, 2025, alleging premeditation. It is alleged in court submissions that the child’s physical presence and post-removal citizenship have been relied upon to obtain procedural and financial leverage before the legality of the removal is finally determined.
What I've Done to Bring Her Home
• Travelled to Russia 7 times to peacefully talk, where I was denied meaningful access to my daughter during court proceedings—including being denied to see my daughter on her second birthday.
• Appeared in 15 Russian court proceedings
• Spent over $300,000 CAD in legal, travel, and enforcement costs
• Written to Canadian, Russian and Armenia (Monika's mother is Armenian, central authorities, embassies, and minister officials
• Engaged the Canadian Department of Justice to invoke the Canada-Russia Treaty on Mutual Legal Assistance in Criminal Matters (currently under review by authorities
• Requested Global Affairs Canada to transmit formal diplomatic communications to Russian authorities regarding a Canadian child wrongfully retained abroad
• Filed police reports; the case is currently under active criminal investigation by South Simcoe Police
• Filed submissions with the Hague Conference on Private International Law
• Reported to the United States FBI missing children division
• Retained some of the expert legal counsel in Canada, Russia, Armenia and Europe to professionally and confidently navigate the legal complexities of the matter
Why Time Matters
Child development experts recognize that prolonged forced separation from a parent during early childhood can cause severe and lasting developmental harm to the child. Canadian Court Orders have already ruled the harm to the child this is causing and what's in the best interest of the child.
I have been advised by Canadian authorities and legal counsel that it is currently unsafe for me to travel to Russia due to the ongoing criminal investigation and the unenforced Canadian arrest warrant.
Legal windows are closing. Delays can be used to argue that a child has become "settled" in a new location—potentially defeating return efforts.
I am in a race against time. The longer this takes, the harder it becomes to bring Monika home as the unlawful retention becomes normalized through time.

Why can't the Canadian government just bring her back? International child return requires cooperation between governments.
