The Pan-European Arbitration Court (PESA) appears to be a fictitious institution. Its website pesa-court.org was registered on 28 September 2021 by Villa Europa, an organization in Poland. In the name of PESA, verdicts have been produced to be enforced on at least 5 victims in 3 European countries, with Axel Brandenburg (right in the figure) being one of them. The funds will be used to support criminal investigations by Piotr Lebek (left in the figure), a lawyer in Warsaw, who is familiar with the case and is getting the Polish prosecution to build a case against the perpetrator. The funds will not be used for the civil cases in the various European countries.
