NY Teacher Accused of “Covid Mandate Psychosis”

My name is Tim Dolgos, and I'm starting this GoFundMe page to raise money for my good friend, Noelle Florio. Back on June 7th of 2021, Noelle was placed on unpaid leave by the William Floyd Union Free School District District for not being able to tolerate wearing a mask.

In January of 2021, she had repeatedly expressed to her physician the inability to breathe and the psychological damage of mask-wearing. Shockingly, there was admission to this clinical evidence, whereby on June 10th, 2021, she submitted medical support for a mask exemption from her physician. After confirming on at least two separate occasions that masks exacerbate symptoms of a serious health condition, it seems that her physician had a change of heart after speaking with her employer’s medical director. With “no clinical basis” that supported something he wrote, he thought it better to prescribe medical marijuana as an alternative to alleviate her symptoms.

She returned to her faith and conviction that this was immoral, indecent, and unconstitutional. She spoke with fellow ministers, and her mentor Rev. Juan Delgado (Noelle was ordained in 2019 and has been a practicing Christian for nearly five decades). Collectively they crafted what exemplified the tenets of their faith. Without an ounce of consideration, the district presumably felt she threw in a ‘last-ditch effort’ at submitting a religious exemption to circumvent compliance yet again, hence, she was denied.

She was forced to choose between what lies deep within her soul OR her financial responsibilities to provide for her family. Should she suffocate herself, her soul, the breath of life and bear witness to the abuse of her students in spite of all medical and spiritual affirmations of truth, or should she yield to her conscience and faith?

Ultimately, she was not given that choice. Her district demanded she submit to NYS Ed Law Section 913 examination to determine mental or physical fitness should she choose to return, or else be terminated from her position.

With the mandates lifted, on August 23rd, 2022, she attended the “lawful” examination to determine whether or not she was “mentally fit” to educate children. The results of the exam resulted in her being served with a 3020-a Probable Cause hearing (without notice) and nine counts (repeated) of insubordination, misconduct, neglect of duty, and incompetence. Dr. Randall Solomon made a clinical evaluation of “Psychosis: Severe” under the DSM-5.

Noelle now finds herself in the middle of her 3020-a hearing, and she has amassed an insurmountable debt, placing herself and her family, which includes her husband and four children, in dire financial straits. In addition to being on unpaid leave since June of 2021, Noelle has faced bankruptcy and imminent foreclosure on her home. She applied for unemployment, but her district failed to respond, and she has not been allowed to collect disability during these last two years. In addition, she was not permitted to seek other employment without resigning from her position within her district and giving up everything that she's worked to build for the last 20 years. Her husband has also been on disability and unable to work for the past year while he awaits surgery. Any savings she and her family once had are completely gone, and she has no idea how she's going to pay for her son to remain in college as her financial situation continues its downward spiral. And, if that wasn't enough, her current legal fees are already well north of $125,000.

Noelle's fight against this tyranny and oppression are not her own. She is fighting for every teacher, every health-care worker, every police officer and fireman, and everyone in any profession who has had to face the loss of a job, medical discrimination in the workplace and the hostile environment that comes with that discrimination since the onset of these unconstitutional Covid mandates. She is a woman of devout Christian faith who is fighting for the opportunity to pay it forward and to begin a movement that will help others in situations like hers to hold their employers and the individuals within their institutions accountable.
