Dog Registry fine and Vests

I need some help paying for my dogs court fees thanks to having fallen in hard times after moving, the lady above me decided she didnt like my dogs and has been antagonizing them until she could call the by law when we werent home so myself and my roomie were fined and had to go to court. I am registered but  have a fine of 150 and my roomie has a fine of 231 and still needs to register for 50 as well. I am getting a new puppy for therapy in 2 weeks and would like to get the proper vest for her to wear to show she is in training as I am allowed to train her myself but I need some help getting said item. she is free from a family friend and I am grateful.
