My dog Snoopy needs operation asap

Snoopy is in need of an operation to remove her breasts they are swollen and apparently it is quite serious can lead to death , I have tried alternative measures and all have failed . Being laid off for a month now has not helped me at all , it was unfair but another story . The vet has quoted me 69 for visit , wants bloodtests first another 400 then they say operation is necessary around 1500 more , but they always charge more than original quotes.I have been by Snoopys side almost 3 weeks now its sad to watch her deteriorate more each day , she is trying hard to hang on and in general a strong dog . She is drinking so much water trying to flush the poisons from her system. I am sorry to ask for help , but should have tried this sooner .thanks for listening and god bless you all
