Mom's fines transferred to Son by Port Colborne

Hi,  I'm  Kruze.  19 years old and only child with my mother until she died last year.  She was having hoarding problems in the last few years of her life. The City of Port Colborne issued fines totaling over $30,000 added directly to the taxes. The stress of this must have contributed to her death.
     The  City and lawyers require  payment in full before I can take ownership of the house and will force a transfer under Power of Sale.
