My name is Lucius Noble. I'm a seventeen year old transman looking to have top surgery (double mastectomy) which removes the fatty tissue of the breasts and flattens the skin in order to create a more masculine look. 

I have been transitioning on hormones for more than three years and have known I was a man since I was a child. Having this top surgery will be one of my final steps in living in what I deem to be the proper body. I have gone to the required time of therapy in order to receive a professional's letter of referral for this surgery and have been confirmed by multiple doctors that I suffer from body dysphoria. Yet the insurance I am under does not cover gender reassignment surgeries and new California laws of health have decided that I must have a second letter from a second psychiatrist.
