Leak Lane and Horseshoe Hill Rd Repair

Project Proposal: 

Repair section of Leak Lane and Horseshoe Hill Road damaged by the clogged culverts and ponding of storm water runoff.  


Both of these roads are private roads, not maintained by Placer County and as such, are the responsibility of all property owners who access their property(ies) via any portion of Leak Lane.  There is no “Road Maintenance Agreement” in force, at this time, for either of these two roads.  Going forward, road maintenance will be required.  Drainage, grading, weed abatement and other needs when and if funds exist.  


Phase 1:  Paid by Paul Sznaider, property owner

Grub (remove) all debris, brush, trees, blackberries etc and excavate out all silt from West side of culvert below Leak Lane to allow ponding water to flow down the existing ditch. This will allow site conditions to dry out enough to begin Phase 2. 

Phase 2:   Paid by property owners of Horseshoe Hill and Leak Lane, North of Horseshoe Hill  (Total=23)                       

    1)  Cost:  $5,000

Costs include the following:

    Equipment Rental: Mini Excavator and Skid steer

    Aggregates: 4 inch minus rock

    Labor: 2-3 days of man hours



   2)  Scope of Work to Be Performed:


Grub (remove) existing blackberries and other debris along all inflow and outflows of remaining culverts.
Grub and slope sides of small ditch on the East side of Leak Lane heading North towards the culvert below Horseshoe Hill Rd to eliminate ponding on Leak Lane. Spoils to be hauled off via dump-trailer and spread on Leak property.
Excavate approximately 2,100 square feet, 6-inch deep, (40 yd3) section of Leak Lane and replace with 4-inch minus rock to improve driving conditions and prevent future washouts and potholing. Spoils to be hauled off via dump-trailer and spread on Leak property.

Traffic control: 

Roadwork will be undergone with consideration of residents’ need to come and go. Please be prepared to drive slowly and with possible wait times for heavy equipment to exit the roadway so you can pass.


Considerations:
Paving is another option, at a much higher cost. Three years ago,  a bid was received in the amount of  $117,000 to pave from Horseshoe Bar Rd to the mailboxes leading towards the Leaks, Leupp's and Kelly's properties. All work listed above are improvements that will facilitate paving in the future, should that become reality.
